Is Texas Early Voting sluggish?

I looked at the early voting reports issued by the Texas Secretary of State for 2014 and 2010.  The early voting in four of the five most populous counties were roughly the same for both years.

As a percentage of registered voters, the votes cast after the first five days is roughly similar (in the top 15 counties) to what happened in 2010.  Wendy Davis has run a more aggressive campaign than Bill White in 2010, and has a lot more grass root volunteers canvassing (including me).What gives?
